California man charged in deadly car-surfing crash

A 21-year-old driver was charged with gross vehicular manslaughter after his 20-year-old friend died from “car-surfing” on an e-bike along Pacific Coast Highway, grabbing onto a moving pickup truck at 50 mph without a helmet.
